AGENTS OF DIPLOMACY
Established in 2023, AGENTS OF DIPLOMACY is the Asian Studies Society's flagship program that aims to prepare students taking up Asian Studies, International Studies, Diplomacy, and Foreign Service for the Foreign Service Officer Examinations (FSOE) by organizing seminars and simulating parts of the 5-part exam through insightful and memorable events. AGENTS OF DIPLOMACY invites diplomats, foreign service workers from the Department of Foreign Affairs, and passers of the FSOE to help our students prepare for the international journey that lies ahead.
IN ITS SECOND ITERATION
In its second iteration, the UST Asian Studies Society, in co-organization with the UST Department of Asian Studies, is hosting AGENTS OF DIPLOMACY II on February 21, 2025, at the Dr. Robert C. Sy Grand Ballroom, Buenaventura Garcia Paredes O.P. (BGPOP) Building. Simulating the fourth part of the FSOE, AOD will host a diplomatic dinner guested by ambassadors from diplomatic missions, the Department of Foreign Affairs, and Asian Studies alumni. The dinner is open to all undergraduate students taking up their Bachelor's degree related to diplomacy and international studies.

Wear your best long-sleeved Barong Tagalog, Black Trousers, and Black Leather Shoes with matching long black socks. The Barong, an embroidered shirt worn untucked, often represents elegance and formality for males. In diplomatic and formal settings, a long-sleeved Barong Tagalog is the preferred attire for Filipino diplomats.
FOR WOMEN
Wear your best Baro't Saya dress or top with black slacks, and shoes of your choice. The Filipiniana, often a blouse-dress combination for females, reflects the beauty and grace of Filipino traditions. In diplomatic contexts, donning these traditional outfits not only fosters a sense of unity and respect for local customs but also serves as a visual representation of the host nation’s culture, promoting goodwill and strengthening international relations.

H.E. USEC. MA. HELLEN B. DE LA VEGA
Undersecretary for Administration, Department of Foreign Affairs
HER EXCELLENCY, USEC. MA. HELLEN B. DE LA VEGA, is a career officer of the Philippine Department of Foreign Affairs. She has served multiple posts during her entire career in the foreign service, where she also became the Philippine Representative to the ASEAN High-Level Task Force that drafted the ASEAN Vision 2025. Prior to her appointment as DFA Undersecretary, she served as the Ambassador Plenipotentiary and Extraordinary of the Philippines to the Commonwealth of Australia. She graduated in 1982 with Latin honors at the University of Santo Tomas with a Bachelor of Arts Degree in Asian Studies. The Philippine Government awarded her with the Order of Sikatuna with the Rank of Datu or Gold Cross for her important role during the Philippine Chairmanship of the ASEAN.
H.E. AMBASSADOR LAI THAI BINH, PhD
Ambassador Extraordinary and Plenipotentiary, Embassy of the Socialist Republic of Vietnam to the Republic of the Philippines
HIS EXCELLENCY, DR. LAI THAI BINH, is the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Philippines. He served as deputy director-general of the East Sea (South China Sea) Institute (Diplomatic Academy of Vietnam), the deputy consul-general of Vietnam in Houston, deputy director-general and assistant director-general at Americas Department in the Vietnamese Ministry of Foreign Affairs, director of the American research division, director and deputy director of the North America division, and as a Vietnam-U.S. relations desk officer. He earned a Bachelor of Arts Degree in International Economics from Hanoi Foreign Trade University and a Ph.D. in International Relations from the Diplomatic Academy of Vietnam.
H.E. MR. RANGSANT SRIMANGKORN
Chargé d'Affaires, Royal Thai Embassy, Manila
HIS EXCELLENCY, MR. RANGSANT SRIMANGKORN, currently serves as the Chargé d'Affaires at the Royal Thai Embassy in Manila. He has been actively involved in strengthening Thailand-Philippines relations, notably participating in discussions with the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) to commemorate the 75th anniversary of diplomatic ties between the two nations. Prior to his assignment in the Philippines, Mr. Srimangkorn held the position of Deputy Consul-General at the Royal Thai Consulate in Dubai. During his tenure, he engaged with the Thai community and represented Thailand in various capacities, including acting as the Consul-General on several occasions. In May 2023, Mr. Srimangkorn shared his expertise on liaison and related matters with the Strategy and Planning Division of the Thai Customs Department, contributing to preparations for the 32nd meeting of the ASEAN Directors-General of Customs.
H.E. MR. ABDULLA SALEM S. S. KHOWAR
Deputy Head of Mission, Embassy of the State of Qatar in the Republic of the Philippines
HIS EXCELLENCY, MR. ABDULLA SALEM S. S. KHOWAR, is the Deputy Head of Mission of the State of Qatar to the Republic of the Philippines, assuming his post at the Qatari Embassy in February 2022. As Deputy Head of Mission, he has actively participated in strengthening Filipino-Qatari relations, highlighting the importance of bilateral cooperation between Qatar and the Philippines in the field of international relations and global cooperation. He currently also serves as Second Secretary of the Qatari Embassy in the Philippines.
